What is a Phase 2 ESA?

A Phase II Environmental Site Assessment, often called a Phase II ESA, is a sampling-based environmental investigation used to evaluate whether hazardous substances, petroleum products, or other contaminants may be present at a property. The assessment is typically performed when a Phase I ESA identifies Recognized Environmental Conditions, commonly referred to as RECs, or when a specific environmental concern requires further investigation.

 

The purpose of a Phase II ESA is to collect environmental samples, submit them for certified laboratory analysis, and compare the results to applicable screening levels or regulatory criteria. Depending on the property and concern, sampling may include soil, groundwater, soil vapor, surface water, sediment, or building-related materials.

If a Phase II ESA confirms contamination above applicable criteria, a Phase III Environmental Site Assessment or remedial planning process may be recommended. Phase III work may involve additional delineation, cleanup planning, remediation support, regulatory coordination, excavation oversight, groundwater treatment review, or documentation of corrective action.

 

A Phase III ESA is typically focused on addressing confirmed contamination, while a Phase II ESA is focused on investigating whether contamination is present and whether additional action may be needed.
