Lead Paint Testing

Lead Paint Testing for Homes, Renovations, and Properties in Florida

Professional, EPA-compliant lead paint inspection and risk assessment — with certified results you can use for renovation planning, real estate transactions, compliance, and informed decision-making.

If a property was built before 1978, lead-based paint may be present. It may be buried beneath layers of newer paint, intact and undisturbed for decades — or it may be deteriorating, creating dust and chips that carry real risk when disturbed during renovation or repair. The only way to know whether lead-based paint is present, where it is located, and whether it currently poses a concern is professional testing by a certified inspector using EPA-approved methods.

What Is Lead-Based Paint Inspection?

A lead-based paint inspection is a detailed, surface-by-surface evaluation of a property designed to identify the presence or absence of lead-based paint, according to the EPA.

To perform a lead-based paint inspection correctly and legally, it MUST be conducted by a licensed EPA Lead Inspector or EPA Lead Risk Assessor. Only these certified professionals are authorized to perform inspections that comply with federal regulations.

The ONLY EPA-approved methods for lead-based paint inspections include:

XRF used for a lead paint inspection displaying a positive reading.
Chipping green paint on an interior wall revealing older layers underneath

Health Risks of Lead

Lead exposure can occur through deteriorating paint, renovations, or accidental ingestion of lead dust. Children and pregnant women are particularly vulnerable, with risks including developmental delays, learning disabilities, and long-term health effects. Adults can also experience high blood pressure, kidney damage, and neurological problems.

The strict regulations surrounding lead-based paint inspections exist to prevent these health hazards and ensure accurate detection. Licensed EPA Lead Inspectors and Lead Risk Assessors are trained to safely conduct these inspections, minimizing exposure while providing reliable results for homeowners, buyers, and real estate professionals searching for professional lead paint testing and lead-based paint inspection services.

Lead-Based Paint Inspection vs. Lead Risk Assessment

A lead risk assessment goes a step further than simple paint testing by evaluating whether lead hazards are currently present and likely to cause exposure. In addition to identifying lead-based paint, a risk assessment considers factors such as deteriorated paint, dust, soil, and living conditions to determine the potential risk to occupants. While both services require proper EPA certification, the appropriate option depends on whether the goal is regulatory compliance, real estate documentation, or understanding active lead exposure risks within the home.

Lead Paint Testing in Florida

We provide professional lead paint testing and lead-based paint inspection services throughout Florida, with established service areas on both the East Coast in West Palm Beach and the West Coast in the Tampa Bay area. Our team works with homeowners, home buyers, real estate professionals, and housing programs to identify the presence of lead-based paint in properties built before 1978.

In many cases, housing assistance programs such as the HANDS program require homebuyers to complete a lead-based paint inspection before purchasing a property. Our inspections meet EPA requirements and can be performed in accordance with HUD guidelines when required, ensuring the results are acceptable for program compliance, lending, and real estate documentation.

Who Needs Lead Paint Testing?

Lead paint testing is relevant across a wide range of property types and situations:

Homeowners of Pre-1978 Properties

If your home was built before 1978 and you are planning any renovation, repair, or repainting that will disturb painted surfaces, testing identifies whether lead-based paint is present before work begins. Knowing the paint condition protects occupants, informs contractor selection, and prevents regulatory issues during the project.

Homebuyers

Federal law gives buyers of pre-1978 homes a 10-day window to conduct a lead inspection before closing. Testing during this period confirms the condition of painted surfaces, informs negotiation, and provides documentation that can support informed decisions about renovation planning post-purchase.

Sellers and Real Estate Agents

Federal law requires sellers of pre-1978 homes to disclose known lead-based paint hazards. Proactive testing provides documented clarity on the property’s condition, which can support a smoother transaction and reduce the likelihood of buyer objections or legal complications after sale.

Landlords and Property Managers

Owners of pre-1978 rental properties are subject to the EPA’s Lead-Based Paint Disclosure Rule and, in many cases, to additional state and local lead compliance requirements. Testing provides defensible documentation of property conditions, supporting compliance and reducing liability exposure in tenant disputes.

Contractors and Renovation Firms

Under the EPA’s Lead Renovation, Repair and Painting (RRP) Rule, contractors working in pre-1978 homes must either confirm through testing that lead-based paint is absent or assume it is present and follow EPA lead-safe work practices. Testing eliminates the uncertainty, reduces compliance burden, and protects workers during the project.

Schools, Daycares, and Child-Occupied Facilities

Pre-1978 facilities that serve children are among the highest-priority settings for lead-based paint evaluation under EPA and HUD guidance. State and local licensing requirements for childcare facilities may also require documented lead assessments. Full Spectrum provides certified lead inspections for educational and childcare environments throughout Florida.

Frequently Asked Questions (FAQs)

Not necessarily — but the probability is significant. The EPA estimates that approximately 87% of homes built before 1940 and 69% of homes built between 1940 and 1959 contain lead-based paint. Even homes built in the 1960s and early 1970s have a 24% or higher probability. The only way to know for certain — and to know which surfaces are affected — is professional testing using EPA-approved methods.

Federal law does not require sellers to conduct lead paint testing before selling a pre-1978 home. However, sellers are required to disclose known lead-based paint hazards, and buyers have a federally protected 10-day window to conduct their own inspection before signing a contract. Many buyers and their agents request testing during this window. Conducting testing proactively can support a smoother, more transparent transaction.

Consumer test kits are not EPA-approved testing methods and are not accepted for official lead-based paint determinations. They may indicate the possible presence of lead, but results cannot be used for regulatory compliance, property transactions, HUD requirements, contractor documentation, or legal purposes. Professional testing by an EPA-certified inspector provides the defensible results that actually matter in these contexts.

No. Lead-based paint that is intact and in good condition is generally not an immediate concern. Management, encapsulation, and abatement are all recognized approaches depending on conditions and context. The goal of testing is to give property owners accurate information — not to create unnecessary alarm or trigger mandatory action. What the results indicate will determine what options are available and appropriate.

If you live in a property older than 1978, have frequent plumbing issues, or notice peeling paint, lead testing is recommended. You may be exposed to harmful lead levels from water originating in lead pipes, dust from deteriorating paint, or contaminated building materials. A professional lead assessment can help determine if your property is at risk.

The lead testing process is quick and minimally – invasive, typically taking 30 minutes to an hour per area. Once samples are collected, they are either analyzed in the field or by a certified laboratory, with results available immediately or within 3 to 5 business days. We provide a detailed report with findings and recommendations upon request.

Only an EPA-licensed lead inspector or EPA-certified lead risk assessor is authorized to perform a lead-based paint inspection. Using unlicensed individuals or non-approved testing methods can result in invalid results and may not meet regulatory, lender, or program requirements.

The EPA recognizes only two approved methods for lead-based paint inspections: XRF testing, which provides immediate, non-destructive results, and paint chip sampling analyzed by an accredited laboratory. Other methods, including consumer test kits, are not accepted for official lead-based paint determinations.

Lead exposure is associated with serious health risks, particularly for children and pregnant individuals, including developmental delays, neurological effects, and behavioral issues. In adults, lead exposure can contribute to high blood pressure, kidney problems, and other long-term health concerns, which is why lead testing remains heavily regulated.
